If you are new to reading the bible, start with the gospel of Jesus, the first four books of the new testament. After you finish those, keep moving forward. This is good for those who want to strengthen their understanding in Christ.
This is my recommendation before you read from back to cover, from genesis to revelation.

One way to read through the Bible is from Genesis 1:1 to Revelation 22:21.
And of course there are other Bible reading plans that you could look into.
Some start with the Gospel of John and then they go to the book of Romans, and then from there, they go to Genesis.
If you want to look up Scripture which teaches about the family unit and marriage, read Ephesians 5:22-33 and Ephesians 6:1-6. And also Colossians 3:16-21.
Furthermore, if you need wisdom on how to be a good parent. Then read the book of Proverbs. It has a lot of wisdom and spiritual gems for parents who want to be the best parent they can be to their children.

It works differently for each person and where they are from with their background as a Christian or otherwise.
Many Christians/Catholics focus on the New Testament before going to the Old Testament. The New Testament focuses on the teachings of Jesus and what each message gives by the persons given within its chapters. The Old Testament focuses more on the earlier stages (Jewish) teachings and backgrounds of how God originated with his creation.

I read the Bible start to finish three times long ago. Now I am reading it again, only I'm jumping around, reading first the books I most want to read. Everyone should read the entire Bible. As far as which books speak about marriage and being a parent, they sort of all do, because they are all teaching us the fundamentals about how we should behave. Proverbs is good at that.
I would start in John.
Now if the question was 'if you could only be allowed to read one book of the bible, which would you choose?', yes then Romans would be my choice as it essentially is the whole bible in a nutshell more than any other book. But we are not limited to one book, so...John is a good start.

Usually, when people ask me such question, I would tell them to start reading from the gospels first; particularly the book of Luke, if the person like to read a systematic account. However, reading the book of Mark would be helpful too as it is written in such a way that it's easy to be read by the gentiles. After finishing the gospels, I would say, go on to read the book of Acts, followed by Romans. Thereafter, I would move the person into the book of Hebrews.
When i read the Bible i read it from the first page to the last..
But i do always advise New Bible readers to start at the gospel of Matthew and then read the entire New Testament first.. And then go back and read the OLD testament... Of course it is good to then use the Bible every day and re-read different books and passages.. The good thing in my life is i often come online to Christian forums where i need to look up passages and verses because in fellowship discussions i need to quote scripture often.. It keeps one sharp when one has to use the Bible almost every day.. And with the Holy Spirit it is amazing how quickly one can remember a verse / passage in the Bible and locating it and quote it..
There is absolutely no way that my pathetic brain can naturally do these things..The Holy Spirit is Awesome in making simpletons like me seem like i have half a brain..
(James 1:5-8) "If any of you lack wisdom, let him ask of God, that giveth to all men liberally, and upbraideth not; and it shall be given him. {6} But let him ask in faith, nothing wavering. For he that wavereth is like a wave of the sea driven with the wind and tossed. {7} For let not that man think that he shall receive any thing of the Lord. {8} A double minded man is unstable in all his ways."

I just finished reading the ISV cover to cover. I chose to read it any time that I was sitting in a waiting room. It was an interesting journey and it took just under three years.
I choose a version, and find a place and time to read it. I'm reading Miller's Bible history in the waiting rooms for now, but will probably start a new version of the Bible early next year.
