Yes you have to send us $20 and then we will whitelist you. 
Server may have been down as Ugly said; may have even been site construction. That or there was a hiccup with your chat login. Some users are told they're already logged in when they're not, for example. Closing your browser and clearing the cache sometimes resolves account issues like that.
