No one is transmitting at 15 hz, and insulation isn't generally a problem, I've run a few hundred watts at 7 megahertz through normal 14 gauge insulated house wiring for an antenna. Now up at the gigahertz level, things are a bit more particular.

When they generate the power and transmit it to the substations....those high voltage lines are at 15 hz. Been this way for decades. They crackel enough at 15 hz. They get louder in the rain and really loud in the snow. So it's a good idea to stay out of the substations. Especially if you are carrying anything metal. You drag a piece of conduit in a substation. You will get lit up otherwise.

Perhaps for very special situations (e.g. - offshore, trains); however, for the normal mainland grid, it is the same frequency everywhere on the grid. (50/60)

kinda not relevant to the topic, and who would carry a big long piece of metal near power lines anyway, unless you're working for the utility company doing repairs.
