Yes. The USA's generous socialist program for immigrants is attractive and lures a lot of people here. A jobless immigrant family can live equal to or better than employed middle class American citizens, indefinitely, as long as they're claiming asylum... from anything. Hence why caravans of immigrants come from South America and southern North America, skipping all other safe countries along the way, risking their life, just to come here for the welfare.
It's also political as well. The goal being to not only encourage immigration by setting up immigration campaigns, providing free assistance in their home countries, providing transportation for legs of the journey, but also opening the boarder, then granting amnesty. The end goal is to import voters, hence why they are granted amnesty and citizenship. As long as voters remain loyal and according to identity politics and demographics they typically do, the Democrat party can bring enough people here to outnumber Republicans, and maintain vote supremacy for generations to come. It certainly isn't humanitarian, it's really that important to them on that they'd use the lives of real people for political gain.
