I just happened to be home earlier when this news broke...
from what I saw/heard (Newsmax) as a trend from yesterday's Pager's to today's Handheld Radios (walkie talkies) it struck me as being extremely & brilliantly strategically precise... It's as if they had a Brainstorm session with an acknowledgement that they are likely to have a problem with being able to win the hearts and minds of the people - to avoid the usual 'collateral damage' for 2nd & 3rd order casualties from their normal retaliatory strikes ...
With a concerted effort to RE-ADDRESS a more EFFECTIVE tactic, technique and procedure that better optimizes the intended effects upon their intended targets AND minimizes unintended collateral damage and innocent causalities...
We should also adhere to the 48 hour rule (as the Patriots mentioned)... But, IMHO, my hypothesis is that either the IDF (or Mossad) have either intercepted shipments of such devices for Hezbollah or they were brilliantly able to introduce these explosive devices at the assembly line - special design for the intended real terrorist group of users...

On the flip side it wasn't very lethal and did not destroy any strategic assets. I suspect Iran or Russia or China can replace their telecommunications equipment in a matter of days. Also, prior to the attack we can assume they must have known the phone numbers and the command structure. But after they reorganize they will lose that intelligence.
