They don't fail kids at all here. You pass into the next grade no matter how poorly you do.

Its part of the "no child left behind" program..
No Child Left Behind (like most Federal Govt. "fixes") was a failure because it's a "one size fits no one" fix. What the federal bureaucracy has always failed to recognize is that what may work in the inner city may not work in the suburbs, and what works in a rural area probably won't work in the inner city. That's why the founding father's vision of America was government from the bottom up not the top down.
The original passage of the Patriot Act was definitely a knee jerk reaction to 9/11 and rightfully had an expiration date built in. What was troubling was that every time the expiration came close it was reauthorized (and often expanded) most recently under Obama.
