I think some of these shooters are sent to do their worse.
The hotel shooter who unloaded on a concert years ago was called a lone gunman..

But evidence was let "slip" there was someone else in the room.

Active shooters shouldn't be captured alive. Police should shoot them on sight

Earlier in the thread I had posted a Sam Harris video on the topic. I'm pretty much in agreement with Harris that disarming an entire population would be a bad idea and it's just an unrealistic expectation. Harris argues that no one should be allowed to possess a firearm without having been rigorously trained
Pretty much agree on that one too. I don't think anyone should be able to legally possess a firearm without having had at least basic safety training
