The 10 commandments are a curse because they are Commanding you to do something you can't do. The more you focus on them the worse it becomes.
Becoming perfect is only something the Lord Jesus can accomplish and Give as His Gift. Our objective is to become Gods Workmanship. Which will be a lot closer to perfect than what we would be able to accomplish by our own understanding and strength.
Matthew 11:28 is referring to all those who labor and are heavily laden with attempting to be Righteous before God by their own work at the 10 commandments.
All those who have found they cannot accomplish Righteousness before God by their own work come to Christ and are made Righteous by His Mercy and Grace.
Actually, just about all Christian denominations recognize the 10 Commandments to be valid. In fact, while the 10 Commandments come from the Old Testament, the New Testament references many of the principles of the Old.
The 10 Commandments in the New Testament
The 10 Commandments are not expressed in list form in the New Testament like they are in Exodus 20. Instead, writers refer to them in the context of their teaching about Christ and the church. All the principles from the 10 Commandments are alive and well in New Testament Scripture.
