No one does need to be thrown into the LoF. Anyone has the capacity to believe the gospel.

We are not authorized to make any decisions in that matter. God has His perfectly just and righteous reasons for doing so.
But we do know that His elect sheep cannot by any means perish, and will NEVER see the LoF.

He told him WHAT it means (that which is born of fle4sh is flesh, that which is born of spirit is spirit)

but he also told him (and us) HOW to be born again.

Only the Holy Spirit does, not the person - God's choice and action not ours- no one dictates to God.
Further, one's belief (faith) comes only FROM being born again, it does not cause being born again - it is as a fruit of the Spirit.

Think you need to factor-in Romans 1:5 which sets the stage for the above.
Notice the "by whom". That means those who receive it do so only because it is Christ who causes them to.

Your wrong. period. Jesus did tell him how. it just does not fit with your theology. so you will not even discuss the possibility it can be true.

You can't read John 3, and not see what Jesus told Nicodemus, He even told him he should know exactly what he means, as a teacher.. and explains how..

But they could be. God even wanted the Pharisees to believe, and to be baptized by JtB..

"should" meaning that he didn't, even though Jesus had explained it to him. So, his human intellect was insufficient
to grasp what Jesus was telling him. According to Jesus he should already have known that.

Here is what God wills:

1 Tim 2:4 Who [God] will have all men to be saved, and to come unto the knowledge of the truth.

2 Pet 3:9 The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.

Eze 33:11 Say unto them, As I live, saith the Lord GOD, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live: turn ye, turn ye from your evil ways; for why will ye die, O house of Israel?

As if God has no input or involvement in this absolutely critical matter whatsoever.
You can read God's input above. Concerning involvment, God sent His Son who died for the sins of the world. He made it available for anyone to be saved.

Sincerety is no guarantee of the truth.

Those who are not elect. Those who are not foreordained. Those who are not written in the book of life.
I could go on for pages and pages.

To conclude that God's election is not operative is unbiblical folly. I have no idea why anybody has a problem with it.
