James is not contradicting Paul, but supporting what Paul has said above. Verse 24 speaks of justification as seen by men (see verse 18).

There are three phases to salvation according to Scripture:

JUSTIFICATION: by grace through faith results in redemption. Eternal life (salvation) is given as a gift of God, and has many facets. Repentance towards God and faith toward our Lord Jesus Christ (Acts 20:21) are two sides of the same coin. There is no remission of sins without repentance (Acts 3:19).

SANCTIFICATION: by the power of the Holy Spirit includes good works, and is part of the transformation of the sinner into the likeness of Christ, who "went about doing good works". Sanctification includes obedience to God and Christ, the first step being Christian baptism (which accompanies salvation). Baptism does not save or regenerate anyone. It is evidence of regeneration. So to claim "we don't have to do anything more" is a false gospel.

GLORIFICATION: by the power of God and Christ is for the ultimate perfection of the saints, so that they are exact replicas of Christ. Glorification is at the Resurrection/Rapture of the saints.

The meaning of "metanoia" is clear it is to turn away from one mindset towards another.
