Who gave the hearing and pricked the hearts in verse 37?
Doesn't matter you cannot officially be filled by the Spirit of until you first accept Jesus

And it doesn't say one way or another in verse 37.
Actually they were feeling guilty for killing Jesus.

Acts 2:
38 And Peter said to them: Repent, and be baptized every one of you in the name of Jesus Christ, for remission of your sins, and you shall receive the gift of the Holy Spirit.

1. Repent and Get sins forgiven in Jesus Name
2. Then Receive the Holy Spirit for Regeneration/Infilling of the Spirit of God

IT'S ALWAYS JESUS first then the HOLY SPIRIT second!

Who can prick a heart? Who can give hearing?
Where does it say you can't be indwelt by the Spirit before salvation?

There's only 1 Process to receive God.

Why did Jesus come to us before the Holy Spirit?
The Holy Spirit could have become flesh but Jesus did.
Jesus FIRST then Holy Spirit Acts 2:38 And Peter said to them: Repent, and be baptized every one of you in the name of Jesus Christ, for remission of your sins, and you shall receive the gift of the Holy Spirit.

Repentance comes only as a gift from God to those whom He saves. That repentance comes with being saved - a repentance from dead works unto a true faith and trust in Christ.

Rom 2:4 KJV] 4 Or despisest thou the riches of his goodness and forbearance and longsuffering; not knowing that the goodness of God leadeth thee to repentance?

Guilt can prick a heart and give hearing? Where are those verses?
36 Therefore, let all the house of Israel know assuredly that God has made this same Jesus whom you crucified both Lord and Christ.

37 And hearing it they were pierced to the heart, and said to Peter and the rest of the apostles: Men, brethren, what must we do?

38 And Peter said to them: Repent, and be baptized every one of you in the name of Jesus Christ, for remission of your sins, and you shall receive the gift of the Holy Spirit.

Jesus first
Holy Spirit 2nd

The spiritual hearing came from/with salvation. From/by that spiritual hearing, they were pricked to the heart.

[Jhn 10:27 KJV] 27 My sheep hear my voice, and I know them, and they follow me:

The gift of the Spirit is an outward expression of the Spirit. Also known as the promise of the Father which Jesus told the disciples to wait for in Jerusalem and came on Pentecost. That is the baptism of the Spirit. The baptism into the body of Christ is the baptism that the Spirit itself performs and is inward and nonexperiential.

Psst... the Holy Spirit is a He, not an it.

Repentance is a gift from God. Man cannot give it to himself because before being saved, he is spiritually dead.

You don't get saved until you first Believe in Jesus and then you repent and then regenerated by the Holy Spirit

You are filled with Jesus first then the Holy Spirit.

Nowhere in those verses does it say that guilt led to anything.
Of course the word of God comes first. Faith comes by hearing, and hearing by the word of God.

The gift of the Holy Spirit is different than being indwelt by the Holy Spirit
