What are reputation points? How does the reputation point system work?
Actually the "like" button has nothing to do with reputation. Next to the permalink post number in the upper right corner of every post is a "rep" and "rap" button. The "rep" button is used to add to someone's reputation, the "rap" button is used to report a post to site staff.
IMO the reputation system is somewhat meaningless since many people just don't use it.

Thank you."Well... Perhaps they should..."
The 'Rep Power' indicator is supposed to be a reflection of the person's reputation "in the community" - how highly regarded the person is by "the community at large"...
'Rep Points' should be given for any reason whereby you have a "high regard" for the person; however, because they are associated with individual posts - the idea is to "REP" the posts which contain content that you determine to be an illlustration of whatever it is that you believe indicates the person to be "of good reputation"...
It is not simply about whether you like what they said - that is what the 'Like' button is about -- which says:
"I like the general-overall-impression that I get from this post."
or
"There is something in particular about this post that I like."
Sometimes, a person may use the 'Like' button "conservatively" in the sense of "I Really Like" -- in which case, you have:
"I really like the general-overall-impression that I get from this post."
or
"There is something in particular about this post that I really like."
There is a difference between the two ('REP' and 'Like') - and each should be used for the purpose it is intended.

In the user Control Panel under 'Latest Reputation Received'.where do you see your rep and who gave it?
Can somebody tell me how many rep points equals a rep power? I have 20 rep points, and my rep power is still zero.
I understand wanting to show standing in the community, but this sounds more like an popularity thing. Standing in the community should be decided by community leadership.
It seems like a popularity contest to me. If you tell people what they want to hear, it seems to me you will have a better repuation than if you tell people what you think they NEED to hear."Well... Perhaps they should..."

This is CC. A collection of some of the most opinionated people on earth, hahaha. I don't see a lot of 'telling people what they want to hear' going on here. ( ;
