Who are the brokenhearted as stated? What does "crushed in spirit" mean?
 
it means that God is close to those who are broken hearted. When your spirit is crushed he is there to comfort you.
 
someone humbled by a situation, a condition, in a place of repentance and sincere in his desire to seek God's face, someone in a place of extreme vulnerability and no longer leaning on his own ability, someone in sorrow and great need of God's assistance, someone who is open and ready for God to move in, someone who knows that they don't know anything.....
