How does that work? In the US countries have an embassy in Washington DC and then they will have consulates in NYC, Chicago, LA, etc. doing jobs that are done at an embassy. So why would you have a consulate and an Embassy both in the same city and even on the same compound?

You have only to look at the list of those killed to know what it really was...HQ.

I just saw an overhead view of the grounds and it looks like they have 20-30 porto poties. Why would you do that? I would shut the campus, remove all porto potties and post signs that public defacation is a misdemeanor that will receive a harsh fine and maybe even a public lewdness depending on the case by case basis. This would force people to go walk a few blocks and line up at bathrooms in restaurants where they restaurant could say "bathroom is for customers only". That would mean every time they want to use the restroom they must pay for food. That would put an end to this in 24 hours.
