There is a huge difference.

The promise of the Father was to pour out the Holy Spirit upon all believing men on the day of Pentecost (in accordance with the New Covenant), and then continue to give the GIFT of the Holy Spirit to those who repent and believe (Acts 2:38). But unless Christ had been crucified, resurrected, glorified, and ascended to Heaven, the Holy Spirit could not be sent down to earth. Indeed BOTH the Father and the Son sent the Holy Spirit, not only to convict and convince sinners, but also to sanctify the saints. It is by the power of the Spirit, and the power of the Gospel, that sinners are converted and saved. [Note: In the NT the children of God are consistently called "saints". Not "called to be saints" but called "saints" (sanctified ones)].

Then the way the Spirit sanctifies the saints is that God the Holy Spirit does several things supernaturally: (1) He regenerates the believer, (2) then baptizes the believer into the Body of Christ, and (3) then indwells the believer, and (4) then gives the believer at least one spiritual gift. It is because of His indwelling that He also (5) empowers the believer to walk in the Spirit, (6) then guides the believer into all spiritual truth, (7) then teaches the believer from the Word of God, and (8) then always points to the Lord Jesus Christ, not Himself.

Even though the Father, the Son, and the Holy Spirit are all equally and fully God, they have chosen to maintain a "hierarchy" within the Godhead. The Father is the "Head" or authority over both the Son (1 Cor 11:3) and the Holy Spirit (Acts 2:17). This is "the Mystery of God, and of the Father, and of Christ. The Father handed over all power and authority in Heaven and on earth to Christ at the time of His resurrection, but one day in the future, the Son will hand everything back to the Father, so that "God will be all and in all".

How might a Oneness Pentecostal interpret the fact that the promise of the Father is the Holy Ghost?
