The rationale was if people cared to secure the return of lost pets, and it worked in retrieving the lost that it would then be a simple matter in convincing their owners to be implanted for whatever reason later.
Supposedly hospitals in Florida microchip newborns. With parental permission. The rationale there being to prevent them being lost and unable to be found. With a tracking chip retrieval was assured.
Most parents consented.
