They can fund that but yet We still don’t have a conclusive story on all those drones that were buzzing around by the hundreds right before covid hit the USA either. In one of the links that I gave(the one from .gov) at the top of the page there are three men's names and hyper links explaining who they are one is Robert Powell (click on "team" on this page and you will see who they are) https://www.explorescu.org/team many of them were from all over the world. In the link from the NIH/.gov it's interesting to note the date , Oct.21,2019 (Trump was still POTUS) because this would mean that the government was already researching these things prior to requiring or releasing/admitting their existence. Anyway something like the date on documents are easy to overlook but since your asking who and why I thought it important to point out the date that the government had them research the Nimitz encounter(probably several years prior to the date on the document).
