Yes, He does. As we know, it may be a yes, no... or wait. The timing really does matter, so if we're not patient, we think He is not hearing us.. oh, but He does hear, and often will grant our answers when we're ready for these as some say

Yes -----God does answer the prayers of Believers ----But there is protocol to follow Folks
You can't just pray any old way and ask for what you want --and expect an answer -----
And know this---- that God will not answer any prayers that we pray that were accomplished on the Cross as they are already made available to us through our believe and receiving them -----
for instance------praying for personal Healing -----Healing has already been accomplished for us -----we have to believe and receive the healing that Jesus already has in place for us ------as is wholeness ----as are the Spiritual Blessings -----Praying for them is fruitless as they are available already ------
Notice ----we ARE HEALED ___PAST TENSE---
Isaiah 53:5 AMP
5 But He was wounded for our transgressions,
He was crushed for our wickedness [our sin, our injustice, our wrongdoing];
The punishment [required] for our well-being fell on Him,
And by His stripes (wounds) we are healed

And Folks ----be aware that when unbeliever say that God answers their prayers --the scripture says otherwise -----Satan is a Master at making one believe that God has answered their Prayers ----gives one a false sense of hope----
ISAIAH 59:2

But your wickedness has separated you from your God, And your sins have hidden His face from you so that He does not hear.
John 9:31

i say ----Also there is one important Scripture about Prayer that Jesus taught -----and that is ---
Mark 11:24

For this reason I am telling you, whatever things you ask for in prayer [in accordance with God’s will], believe [with confident trust] that you have received them, and they will be given to you.
NOTE _____WILL BE GIVEN ------this is a Promise Folks ------
Anywhere where you see God Saying ----I WILL ---that is a Promise ----God will never break a promise
