To the thread topic, there is no "Jezebel spirit" in Scripture, period. There are two persons named Jezebel; the wife of Ahab at the time of Elijah, and the mystery woman in Revelation 2. The first was indeed a manipulative and cunning idol worshiper. The second was likely a convert (or covert?) from one of the Gnostic mystery cults who brought her old ways with her into the church. The two are quite distinct.
I would encourage anyone who hears the term used, especially in reference to a particular person, to request a specific explanation of the alleged behaviour and specific and clear linkage to biblical information. Without that, the term is nothing more than baseless slander. That's not to say there isn't a real problem brewing, but labeling it as "a Jezebel spirit" is unhelpful at best and divisive at worst.
I have heard the term used in reference to any woman who exhibits capability or interest in leadership in a strictly-complementarian church; I consider that small-minded and disgusting.
