God does not want anyone to perish but all to be saved.. But some people will not accept the Way God has made to be saved and so some shall not be saved..

But again basic Christianity 101 all people fall short of the standard of the commandments thus we all need the Atonement of Jesus to have forgiveness for where we have fallen short and failed to live up to the commandments of God..
Yes.. I do not wish eternal torment for any human being..
God foreknows each person before they are even born.. And thus knows if they will accept the Way He has made for them to be saved or Reject the Way He has made for them to be saved.. So God can say and does know if someone will not be saved. God created free willed real beings.. with a Choice.. To have a choice to accept the offer of Jesus one also MUST have the option to reject the offer of Jesus.. Once you create free willed beings on earth you will have both.. Take away free will and you end up with no real created beings at all,, Just zombies..
Yes the Bible tells us to love our enemies and not to take revenge on others.. We pass all judgement over to God and by not taking revenge we give the other person more time to repent of their evil toward us and be saved.. Jesus wanted those who executed Him to be forgiven.. So we also should desire those who do us wrong to repent and be forgiven..
Luke 6: KJV
27 "¶ But I say unto you which hear, Love your enemies, do good to them which hate you, {28} Bless them that curse you, and pray for them which despitefully use you."
We do not know that persons future.. Only God does.. We may believe that are a useless / hopeless case.. But we are just human beings we are not perfect.. So we preach the message of the Gospel to them in the hope that one day before they die they will come to accept the good news of the Gospel and they will be saved..
