"Israel" are the sons of Jacob, whom God names Israel.

1 Kings 11:1 calls the Edomites "foreign" to Israel.

Rom 11:26, And so all Israel (Jacob=God's elect, for thou wast slain, and hast redeemed us to God by thy blood, out of every kindred, and tongue, and people and nation, Rev 5:9) shall be saved; as it is written, there shall come out of Sion the deliverer, and shall turn away ungodliness from Jacob (who is named Israel).
The "Israel" that is Jacob consists, not only of the twelve tribes of Jacob, but consists of all of God's elect people from every kindred, tongue, people, and nation. The 12 tribes of Jacob is not all of the nation of Israel, but only a part of that nation.
