The law applies to all who sin. So yes, they would be conscious of it through the law, and through the spirit within, depending on which relationship they have most with God. (law/spirit)
But the law does not apply to those who are clean. And we have a cleaner within.
Again, are you called to sin though you are filled with the spirit? We have a cleanser, not an excuser.
When a believer lives by the spirit of God they do not sin. I didn't say we can't be deceived or drawn away. I said our calling is to stand in holiness. The spirit gives us the power to do so. If we fail it is us, not him. And he is forever there to offer help back up. Through all who believe, if not directly from himself.
