**sighs** As others have mentioned, this site is based in the Philippines thus US law has no jurisdiction.
Even if US law did have jurisdiction the rooms would be considered to be ADA compliant since there is the option for either voice or text chat. Voice chat allows blind persons who cannot read text to participate and text chat allows for deaf and mute to participate.
Unfortunately the OP strikes me as one who is not so much concerned with ADA compliance as it is that he wants special treatment which if we set up a text only room then we would have to also set up a voice only room for blind persons and then we would have both groups complaining that no one is using their "special" rooms and threatening to file suits for segregating them.
Back when we still had a text only room (originally all of our rooms were text only) no one used it and of course the couple of users that liked it constantly griped that no one else would join them in that room. Even if we supplied the room, we cannot force other users who don't want it to use it.
Sure, it would be nice to provide additional services for disabled persons but when a site operates on a highly limited budget it isn't possible. Our chat is custom coded and to create a room with special parameters takes time and money that would be much better used in other ways.
In case someone thinks that I am in some way prejudiced against the handicapped or have no heart, my brother-in-law is blind and my wife is also disabled. I am more than aware of and care deeply for the needs of the disabled.
