Actually, What I believe John is referring two are the first few beasts of Daniels prophesy,
The lion would be the great power Babylon
The Bear would represent media Persia
The leopard would represent Greece,
the final beast was always said to have parts of the first 4, and I believe this is what John is seeing here.
if one studies Dan 2, 7, 9, rev 13, 17 you see a story which is all intertwined, God keeps giving more and more information about this period of great distress. STarting with basic, dan 2, Deeper Dan 7, with deeper introduction to the second 2 powers and the final in the rest of daniel, Then in Rev 13, God gives John a peak of this period. Again in rev 17 - 20, we have a story, a story about a time period called the time or period of the gentiles. Paul mentions this in rev 11, when he said when that time is complete. Israel will repent, that is of course, When Jesus returns to earth and destroys the final gentile empire (feet of Iron and clay, or 4th beast of dan 7, or the prince of dan 9 or the time jesus returns or all flesh would be killed (matt 24) etc etc...

The city of the great harlot is a religion who is a spiritual harlot, from where other harlots come, she being the head or chief harlot. The ships of people who look at her are the nations who have been infected with her harlotry.
