We all are required to grow in Him, eventually to be conformed to His image, even "religious" people may be on the path and reach that point. Recall how Jesus taught "they that are not against us are for us"?

God doesn't "allow" anything to "happen", since Genesis chapter 1 when He gave us dominion he obligated Himself to limit Himself to what we invite Him into, thus is how prayer is essential to inviting Him in.
