How come God hasn't raised up far more godly rulers than evil ones?
Well the best answer I can Give you is he appointed the greatest ruler of them all, his son Jesus

Now to answer your other question, the principalities of this world, I believe there good and bad ones, the bad ones will have God to answer to one day.

However we should give that which is Caesars to Caesars, ie his tax.

In a positive note the tax we pay taxes that lets money grow on Trees for the poor and needy or people needing benefits.

Have to live in hope that giving good to leaders may make a difference if there evil.

Sounds like most of the Israelites didn't have such a great spiritual or covenant relationship with God.

Through our there rebellion which was also an inner rebellion in there hearts, God remembered they where flesh, obviously that's also speaking to there free will of the flesh. And also you should make reference to the point they often rebelled against God which indicates not always, whilst God was trying to save them.

Rebellion here is inner rebellion Of Gods word going to work in there hearts.

You should all make reference that they sinned yet more more against God, which indicates God was remembering they where still flesh.

Which means God was still loving them, he was still having a relationship with them, as they were unable to have one him,

Which means Rufus God the father has the relationship with the unsaved, through his word which is alive and active, where people either obey or they go into rebellion

Which means Rufus that his living word is working in the hearts of both the saved and the unsaved.

You see the actions of his inner word making hearts steadfast or not making hearts steadfast.

Meaning Rufus both unsaved and those being saved are being treated the same.

The ones whos heart did become steadfast they entered the promised land, but this is the building of the heart and the process. Before Deuteronomy 30.6

As we see it was the lord strengthening there hearts before and leading up to Deuteronomy 30.6 which was nearing the end of Moses last words to the Israelites, so a few weeks of more and they would ether the promised land.

But also,,, all the Israelites had all been built up in the heart the same way leading up to Deuteronomy 30:6 both saved and unsaved

Maybe the fact that there are so many God-hating, wicked rulers in the world, and you're wondering how a loving, compassionate, merciful God, who allegedly doesn't want anyone on this planet to perish, do such things? John 19:11 represents Jesus telling the Jews that his kingdom was not of this world The Jews where accusing Jesus of being a king to Pontus Pilate , and pontis Pilate knowing Jesus was innocent after he questioned him still handed Jesus over to the Jews to be crucified.

This means that God examines your heart to see if your innocent.

If your not innocent well you must serve your Judgement, and if there's any sin you don't serve the judgment for, then you'll serve it else where.

so all sins are seen in his light all people have there conscience pricked by his judgement, God is everywhere

yep God was displeased with king Saul and he replaced him with David.

Which means before he had replaced king Saul God had built kings Saul heart up..

Was the shooter's failed attempt on Trump's life and the murder of two innocent people in the crowd due to:

1. Blind Luck or
2. Pure Chance or
3. Divine Providence?

You forgot choice 4) a sinful human doing sinful stuff.

Before I type know that that I haven't read much into the restraining spirt stuff.
My basic understanding is that man's soul givin by God has that little peice of God still in it. Even a hardened gang banger on the streets of chichago knows you dont hit an old lady and steal her purse. Also how prisoners treat the csc people. So yes we have laws but the true reason that the world isint completely on fire is the restraining spirt or holy ghost maybe that still exist in that miniscule chunk of everyone's heart. Even an unbeliever. So the removal of the restrainer is when God takes that out of this world. And the hearts of men will be givin to whatever thier desire may be. During the tribulation period.
