The account indicates the 12 heard and submitted to John's message being baptized by him. However, clearly they had not heard of Jesus' sacrifice, glorification and shedding forth of the Holy Spirit. We know Paul instructed them of these things. as we see they obeyed the command to be baptized in the name of Jesus, and received the Holy Spirit at the laying on of his hands. The details referenced in the account reflect what Peter initially presented 20+ years earlier on the Day of Pentecost.Paul literally says...since you believed. How can you say he didn't think they were believers?
Paul said they were to believe on the one that John said would come after him, that is Jesus Christ.
"He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost.
And he said unto them, Unto what then were ye baptized? And they said, Unto John's baptism.
Then said Paul, John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus.
When they heard this, they were baptized in the name of the Lord Jesus." Acts 19:2-5
