Is putting someone on Ignore,really ignoring them?

You could care less, or you couldn't care less? .

Both Merriam-Webster and dictionary.com have weighed in and say “could care less” and “couldn’t care less” mean the same thing. Their reasoning is that both phrases are informal, English is often illogical, and people use the two phrases in the same way. “Could care less” has come to mean the same thing as “couldn’t care less.”
But it's still wrong. Like "wicked" might be used to mean "good", but that isn't technically what "wicked" means. IMHO.
But isn't that part of the fun when someone is ignoring one for no reason? To still get to mark his work (with a big, red X if it's wrong, as it very likely is, else why would he have ignored one in the first place - however - little did he know, he can run, but he can't hide! Ha, ha, ha, ha, ha! *maniacal laughter*)
Sometimes, it can even tempt him into un-ignoring one, and then one can begin again to explain to the Ignorant One the error of his ways.
Emojis are seen on the post even If the person leaving the emoji Is on Ignore though I believe.
Yes you will not be notified but the emoji will be there, that has been my experience.
Just be careful that when someone that you already have on Ignore Is leaving red x’s on your post they might be trying to needle you Into taking them off Ignore so that you can respond to them and so that they can irritate you Into saying something So bad that they have a good reason now with evidence to report you and get you banned.
I was discussing this topic with my son last night, as my daughter-in-law had expressed her concern about a person that seemed to be intentionally ignoring her and how, that if she persisted in the attempt to procure their attention for the purpose of validation, would, understandably, put her in the place of a creep. If I know someone either couldn't care less or could care less about what I have to say (taking the latter that they might care just a smidgeon), I would consider it harassment if I continued to insist they give me room in their space. Rather, I continue in my space and leave theirs 'me' free.
As stated before, if you have someone on ignore, and leave them on ignore, you shouldn't be seeing anything by them, including emojis.

The point is that the red X's will still added on, and if you click on "show all" you can see the emoji.
I just checked I can see the emoji on the post given by someone I have on ignore and I have not remove the ignore since I have had the person on ignore.

What he was trying to say was not at all clear to me. Yours is the first post where I get his point.
I don't really use that feature, so I'd not know. And it wouldn't bother me to see that, if I did. Typically it's the user's posts that I don't want to read, beyond that I'm not too concerned.
Beyond this one niche feature I never use, i personally, never see anything by ignored users and am thus content with the functionality of the ignore.
And seeing them under this niche feature wouldn't really bother me, if I did use it.
Only if you "Show all" to see who gave you what emoji. Then they all show up.
Probably also if you select, Show ignored content, at the bottom of the page.
Most of the time I will click on the ( show all ) Icon at the bottom of a post to see who may have left a like or dislike,ect…on the post especially If there Is a red x there, out of curiosity and I would think that most members will do that.
I just block all that stuff with uBlock Origin or Adblock Plus. I'm not concerned about who is giving me likes or dislikes and would rather not even see it.
