It is being written to the called out of the tribes - that why he said:
(James 1:1 James, a servant of God and of the Lord Jesus Christ, to the twelve tribes which are scattered abroad, greeting)
Now who is not being honest?
You are claiming the following is who James is addressing? The Church, not the twelve tribes...
Acts 8
1 And Saul was consenting unto his death. And at that time there was a great persecution
against the church which was at Jerusalem;
and they were all scattered abroad throughout the regions of Judaea and Samaria, except the apostles.
2 And devout men carried Stephen to his burial, and made great lamentation over him.
3 As for Saul, he made havock of the church, entering into every house, and haling men and women committed them to prison.

Therefore they that were scattered abroad went every where preaching the word.
These that we’re scattered abroad went everywhere preaching the word and yet, Paul tells them they need to receive the word and have their souls saved? Wow!
Also, James describes this faithful group who were scattered preaching the word as follows?
James 4
1
From whence come wars and fightings among you? come they not hence, even of your lusts that war in your members?

Ye lust, and have not: ye kill, and desire to have, and cannot obtain: ye fight and war, yet ye have not, because ye ask not.
3 Ye ask, and receive not, because ye ask amiss, that ye may consume it upon your lusts.

Ye adulterers and adulteresses, know ye not that the friendship of the world is enmity with God? whosoever therefore will be a friend of the world is the enemy of God.
5 Do ye think that the scripture saith in vain, The spirit that dwelleth in us lusteth to envy?
6 But he giveth more grace. Wherefore he saith, God resisteth the proud, but giveth grace unto the humble.

Submit yourselves therefore to God. Resist the devil, and he will flee from you.
This doesn’t sound like those faithful Christians who were scattered abroad preaching the word...🤦♂️
