To believe is to be fully persuaded that the shed blood of Jesus is the only way unto salvation. When a man believes the gospel, righteousness is imputed to that man, the righteousness of Jesus Christ.

21 And being fully persuaded that, what he had promised, he was able also to perform.
22 And therefore it was imputed to him for righteousness.
But you cannot believe unless God first saves you.
 
Right. If a person does not believe, he needs to make the decision to believe. And when he does, then God saves him.
Belief is a fruit of the Holy Spirit. You believe because you experience Christ in your heart. Choosing to believe with the flesh means you have not experienced him.

Faith is a fruit of the spirit. When a person is born again, God works in him and the person's faith increases.

But to become born again, a person must first hear and then choose to believe the gospel (Eph 1:13).

This does not support your belief that a person is not able to believe unless God first saves him.
 
No, Christ in your heart causes you to believe based on that experience.

Agrippa was almost persuaded to be a Christian. You see, one doesn’t become a Christian before they are fully persuaded through the preaching of the cross.

Acts 26
26 For the king knoweth of these things, before whom also I speak freely: for I am persuaded that none of these things are hidden from him; for this thing was not done in a corner.
27 King Agrippa, believest thou the prophets? I know that thou believest.
28 Then Agrippa said unto Paul, Almost thou persuadest me to be a Christian.
