No, the Word which became Flesh doesn't lie.
It's man and their deceitful nature that lies.
Under the law in this context means "dead". "I was alive once, then the commandments came
and I died".
Being under the law in this context means "dead".
15 What then? shall we sin, because
we are not under the law, (Dead) but under grace (Alive)?

I'm sure it fills the collection plates to preach being free from sin means being free from God's instructions. But Paul doesn't teach that.
